Starting my Eheim 2213?

I worked in pet shops for six years, the placement of an aquarium is not new to me, but I encountered many difficulties with it for some reason. I have a 65 gallon tank in the corner and I just get a Eheim 2213 for this. This is a cartridge with a double click on the input and output connectors. It is not new, but the previous owner took care of it. I removed the tank for her, so I know that things were working. He remained sitting unused for a month. I connect and just grinding wheel and never starts to suck. I have filled with water and air bubbles from the tube, for two taps open, but still not working. He sat down and a couple of hours and now it has started to flow. As far as I know, there remains or fragments, or something. I tried to suck in pipes start the filter and water flow but does not seem to help. Any advice? Thank you.
