Why won’t the trout bite in windy conditions??

A few days ago there was no wind on Lake Padden in Whatcom County (WA state). Everyone was catching fish. We were bottom fishing with power bait. Throw it out, let it sit and then reel the fish in. This was around 7am.

Today it was windy at 7am, probably 30 knot winds, w/ white caps. Not a bite to be had. Should we not have been bottom fishing or were the trout simply uninterested?

I’ll have to agree with Theo and Mr. T as far as the pressure affecting you as opposed to the wind. The barometric pressure affects the entire habitat and shake things up quite a bit on an average sized lake, especially the insects and baitfish. without getting into the science of it, the bait fish and insects in the lake become more active , bringing the bigger fish off of the bottom to feed more aggressively.
I believe the wind plays a part as well as it knocks a lot of insects off their course and into the water, you will usually see topwater action that indicates this, a big feeding opportunity that is rarely missed by most fish, especially trout.
Try switching up your powerbait for a mepps spinner or rooster tail or something that you can control its depth while you retrieve it. You want to experiment with fishing the different “water columns” in the lake. This just means different depths, look this up as I think it will help and it’s just to much to explain here.
